Electric Bikes & Scooters - Legal Guide
There are laws surrounding the use of electric bikes and e-scooters in the UK. We have compiled the information into one place to make you aware of what there is to know before purchasing your electric bike or scooter.
Below is a clear and simple summary of the laws, so that you know how to use your electric bike/scooter safely and legally.
E Bikes, sometimes referred to as pedal assisted bikes, do not require insurance or a license. The limit to the motor on public roads is 250W, some e bikes have settings that exceed this limit which are only to be used off-road. The speed limit for e bikes on the road is 15.5mph.
Additionally, electric bikes:
- DO NOT require a license
- DO NOT require insurance or registration
- Riders must be a minimum of 14 years old
- On public roads, motors should be limited to 250W
- Helmets are not mandatory
Under current UK law, privately owned electric scooters are illegal to ride on public roads. They are only to be used on private land with the landowners permission.
There are changes to this law planned to come in the near future.
On the 10th of May 2022, the government announced in the Queen’s Speech, that electric scooters are set to be legalised. However, it is expected to be at least another 12 months from this date before the Transport Bill is passed through Government and therefore the laws will be amended.
Regulations determining the legal specification of electric scooters are set to be announced as part of the Transport Bill. Similarly to electric bikes that have a 250W maximum motor capability, e-scooters will likely have certain legal requirements to be able to be ridden in public legally. These regulations may follow the example of the current rental scooters which are limited to 15.5mph and have automatic lights as safety features.
This will all be revealed when the Transport Bill is announced and new innovation will emerge from electric scooter manufacturers to fit in with the legislation.
